Govern
Make risk and responsibility part of the operating model, not a legal page added after the product ships.
Maverick Council is the deliberation, permissions and accountability layer designed to govern decisions that cross agent, data and responsibility boundaries.
Multi-agent systems become more useful when they can act across calendars, messages, documents and third-party data. That also increases the need for boundaries. Council exists to answer a harder question than “Can the agent do this?”: Should this action happen, under whose authority, with which data, and how should it be reviewed or recorded?
Define what classes of action are allowed, restricted, escalated or prohibited.
Limit each agent to the data and tools required for its role rather than giving every agent broad access.
Evaluate the decision using the relevant user, system and trust context before action is authorized.
Coordinate competing recommendations or cross-agent dependencies before committing to a consequential action.
Route high-impact or ambiguous decisions to the user instead of hiding uncertainty behind automation.
Separate reasoning from permission to execute so that a recommendation is not automatically an action.
Record the action path, involved agents, relevant policy and resulting outcome for accountability.
Treat third-party and sensitive data with stronger boundaries when the system is acting around dependents, clients or other people.
The system is not designed to add a chat box to an existing workflow. Intelligence has a defined role in understanding context, reducing cognitive load, coordinating work and helping the user decide what happens next.
Make risk and responsibility part of the operating model, not a legal page added after the product ships.
Agents should only reach the data and tools needed for the task they are performing.
Users need visibility into why a system acted and how to intervene.
Governance continues after deployment through monitoring, review and change—not just a one-time approval.
Our design direction is informed by broader trustworthy-AI and agent-orchestration guidance that emphasizes governance throughout the system lifecycle, clear accountability, transparent action, privacy, security, least-privilege access and audit trails. These are design reference points—not a claim that Maverick Council is certified or formally compliant with any external framework.
Risk management and accountability are continuous operating responsibilities, not a one-time release gate.
Agents should have only the data and tool access required for their role, with clear identity and communication boundaries.
Consequential actions need enough traceability for users and operators to understand what happened and intervene when necessary.
Core infrastructure definition. Permissions, policy, deliberation, escalation and audit are being designed as the control layer beneath coordinated agent actions.
